In a significant move, the Bombay High Court, through its Circuit Bench at Kolhapur, has initiated a series of measures to bolster security at the Kolhapur District Court Complex following an assault on a female advocate. The incident, which occurred on March 7, 2026, prompted the court to take suo motu contempt action and address security concerns through a Public Interest Litigation (PIL) filed by various Bar Associations.


The court has directed a comprehensive review and enhancement of the security infrastructure. A committee of advocates was formed to assess the current security arrangements and propose improvements. The committee's report, submitted to the court, highlighted several deficiencies, including inadequate security personnel and equipment such as CCTV systems and metal detectors.


Key recommendations from the committee include the deployment of more police personnel, installation of a permanent police outpost, restricted entry protocols, and enhanced surveillance systems. The court has emphasized the need for door-frame metal detectors and the establishment of a centralized monitoring room for CCTV footage.


The Superintendent of Police, Kolhapur, has already begun implementing some measures, such as increasing the number of police officers at the court premises and utilizing handheld metal detectors. However, the court noted that further steps are necessary for comprehensive security.


A joint meeting has been mandated by the court involving the Collector of Kolhapur, the Superintendent of Police, representatives of the Kolhapur District Advocates' Bar Association, and other key stakeholders to discuss and implement the proposed security measures.


In addition, the court addressed the issue of the Advocates' Protection Bill, with the Bar Council of India raising concerns about its progress. The state government has been instructed to update the court on the bill's status.


The court's directives aim to ensure that the Kolhapur District Court Complex is adequately secured to prevent future incidents and safeguard the legal fraternity and the public. The matter is scheduled for further hearing on April 17, 2026.
