Jharkhand High Court Mandates Surprise Inspections for Jail Food Quality
Legal Authorities to Oversee Jail Canteen Operations and Food Quality Compliance
In a significant directive aimed at ensuring the welfare of jail inmates, the Jharkhand High Court has issued orders mandating surprise inspections to assess the quality of food supplied to prisoners. The inspections will be conducted by the Chairman and Secretary of the District Legal Services Authority (DLSA) to ensure that the food meets the standards outlined in the jail manual. This decision comes in response to concerns about the quality of food being served in jails and aims to hold jail authorities accountable for any discrepancies.
The bench, comprising Justices Mr. Sujit Narayan Prasad and Mr. Arun Kumar Rai, heard the case involving appellant Akash Kumar Roy against the National Investigating Agency. During the proceedings, it was revealed that the food supply in jails had previously been subpar, prompting the court to take action to rectify this situation. The court has instructed jail authorities to provide affidavits confirming the compliance with food quality standards.
In addition to food quality, the court addressed the issue of canteen operations within jails. A committee primarily composed of inmates will be permitted to operate the canteen, with strict oversight to prevent any irregularities. The Jailor will be held accountable for maintaining standards, and inspections by JHALSA/DLSA are directed to ensure compliance. In cases of irregularities, the court has warned of potential departmental proceedings against responsible officials.
The court also highlighted the suspension of a predecessor Jailor, Mr. Dewnath Ram, due to alleged misconduct, and has requested updates on the status of the departmental proceedings against him. This move underscores the court's commitment to transparency and accountability within the prison system.
To further enhance monitoring, frequent inspections by DLSA or JHALSA regarding food quality have been mandated, with reports to be submitted within two weeks. Legal authorities are also given the liberty to report any untoward incidents or irregularities for further court orders.
The court's directive emphasizes its dedication to upholding the rights and welfare of inmates, ensuring that jail conditions meet the legal standards and that any lapses are promptly addressed.
