Cochin Devaswom Board tasked with comprehensive structural assessment to preserve historic integrity


In a significant ruling, the Kerala High Court has directed the Cochin Devaswom Board to undertake an extensive conservation initiative for the Main Block (H Block) of Sree Kerala Varma College, Thrissur. This decision, delivered by a bench comprising Justices Raja Vijayaraghavan V. and K.V. Jayakumar, emphasizes the necessity of preserving the structural authenticity and heritage character of the college, a prominent historical structure.


The court's directive follows an earlier order from November 27, 2025, requiring the Board to engage a qualified architect or the Maramath Wing's expertise to conduct a preliminary structural and architectural condition assessment. A detailed structural audit is mandated, focusing on deterioration levels, roof and rafter conditions, wall stability, termite damage, and load-bearing capacity. The decision underscores the importance of maintaining the building's historical essence while ensuring the safety of its occupants.


In alignment with the court's instructions, the Cochin Devaswom Board has sanctioned M/s DD Architects to prepare a Detailed Project Report (DPR) as of December 24, 2025. This report will encompass an evaluation of existing timber, structural stability assessments, and specifications for renovation materials.


Further advancing the conservation efforts, M/s DD Architects recommended entrusting the preparation of the DPR to the Indian National Trust for Art and Cultural Heritage (INTACH), Thrissur. Known for their expertise in heritage conservation, INTACH has engaged nine architects and engineers for an initial assessment. Their findings indicate the need for a comprehensive condition assessment report, detailing the damage extent and recommending conservation strategies.


Given the poor maintenance and potential safety risks identified during inspections, INTACH has proposed a five-month timeline for submitting the detailed report, with an estimated preparation cost of Rs. 5,00,000. The Cochin Devaswom Board has expressed its intent to consider INTACH’s proposal seriously, recognizing the heritage value of Kerala Varma College.


The court has adjourned the matter to January 23, 2026, allowing the Devaswom Board to finalize its decision and present a comprehensive report on the proposed conservation measures.
