Kerala High Court Mandates Sustainable Development for Kottiyoor Temple Pilgrimage

Court Issues Directives for Infrastructure Improvement and Environmental Conservation at Sacred Site

In a significant ruling, the Kerala High Court has directed the State of Kerala and other stakeholders to implement comprehensive measures for the sustainable development of public infrastructure and environmental management at the Kottiyoor Temple. This directive was issued in response to a Public Interest Litigation (PIL) filed by K.K.N. Kurup and others, seeking improvements in facilities for the thousands of pilgrims who visit the temple annually.


The division bench comprising Justices Raja Vijayaraghavan V and K.V. Jayakumar highlighted the critical need for balancing spiritual heritage with ecological preservation. The court emphasized the implementation of eco-sensitive and sustainable infrastructure at the temple, which is situated within an ecologically sensitive zone in Wayanad District. The court's decision underscores the importance of using biodegradable materials like bamboo and timber for temporary structures during the annual pilgrimage, thereby minimizing ecological disturbances.


The court identified several logistical challenges faced by the temple, including inadequate road access, poor parking facilities, and insufficient crowd management strategies. To address these issues, the court recommended the development of organized parking zones, implementation of virtual queues, and construction of temporary rope bridges during the monsoon season. These measures aim to ensure safe and efficient access for the lakhs of devotees attending the Vaishakha Mahotsavam festival.


Moreover, the court stressed the necessity of scientific waste management techniques to handle the significant waste generated during the pilgrimage. Recommendations included the installation of bio-toilets and composting facilities using sustainable materials, which are crucial for maintaining the sanctity and cleanliness of the sacred grove surrounding the temple.


The court has also called for the formulation of a comprehensive Master Plan focusing on sustainable infrastructure development, crowd management, traffic regulation, and environmental protection. The plan is expected to address the pressing concerns highlighted in the petition, ensuring the temple remains a harmonious blend of religious and ecological significance.


In a move to ensure effective implementation, the court has suo motu impleaded several authorities, including the Ministry of Environment, Forest and Climate Change, Kerala Forest Department, Kerala State Pollution Control Board, and local government bodies. These stakeholders are tasked with collaborating to resolve the issues faced by the temple and its devotees before the upcoming festival season.


The case has been tagged along with another related petition and is scheduled for further hearing on July 3, 2026. The court has requested the impleaded parties to provide updates on the measures being adopted to address the concerns raised.
