Rajasthan High Court Grants Bail to Teen Accused of Cyber Crime

Stringent Conditions Imposed on Manraj @ Pintu Amidst Allegations of Cyber Fraud and Gambling

In a significant ruling on October 17, 2025, the Rajasthan High Court, Jaipur Bench, granted bail to Manraj @ Pintu, a 19-year-old accused of cyber crime-related offenses. The decision was rendered by Justice Sameer Jain, who took into account the applicant's young age, prolonged custody since July 15, 2025, and the filing of a charge-sheet. Manraj was arrested in connection with FIR No. 156/2025 at Police Station Kundera, District Sawai Madhopur, Rajasthan, for offenses under the Bharatiya Nyaya Sanhita, 2023, the Information Technology Act, and the Rajasthan Public Gambling Ordinance Act.

The court acknowledged the seriousness of the allegations, which include the misuse of multiple bank accounts and involvement in cyber crime. However, considering the applicant's young age and the fact that the charge-sheet was already filed, the court decided to grant bail, emphasizing the principle of not commenting on the merits or demerits of the case at this stage.

Justice Jain imposed several stringent conditions for the bail. Manraj is required to disclose all bank account details to the investigating authorities and operate only one account for lawful purposes during the trial. Furthermore, he must use a SIM card linked to Aadhar and refrain from any unlawful activities using his mobile phone. Any additional numbers not registered with Aadhar must be surrendered at the concerned police station.

Additionally, the court mandated Manraj to cooperate fully with the police authorities, marking attendance on the 5th of each month post-release. He is also prohibited from using any social media applications, such as Telegram and WhatsApp, during the trial period. The bail is secured by a personal bond of Rs.50,000/- and two sureties of Rs.25,000/- each from his family members.

The ruling underscores the court's balanced approach, recognizing the need to prevent potential cyber crimes while considering the applicant's personal circumstances. It highlights the judiciary's role in safeguarding individual rights while ensuring adherence to legal processes.

The decision reflects the judiciary's cautious stance towards cyber crime, acknowledging the potential for abuse in the digital age, yet upholding the principles of justice and fairness, especially for young offenders.

Bottom Line:

Bail granted to accused-applicant charged under various sections of Bharatiya Nyaya Sanhita, 2023, Information Technology Act, and Rajasthan Public Gambling Ordinance Act, subject to stringent conditions including restriction on use of multiple bank accounts, SIM cards, and social media applications during trial period.

Statutory provision(s): Bharatiya Nyaya Sanhita, 2023 Section 483, Information Technology Act Section 66-D, Rajasthan Public Gambling Ordinance Act Section 13.
