Court recommends policy changes to improve traffic management and address congestion caused by E-Rickshaws


In a significant move aimed at improving traffic management in Lucknow, the Allahabad High Court has recommended the formation of a separate traffic police cadre and the regulation of E-Rickshaws. This comes as part of a public interest litigation (PIL) addressed by the court, highlighting the need for better traffic management and policy reforms in the city.


The bench, comprising Justices Alok Mathur and Amitabh Kumar Rai, underscored the necessity for a distinct traffic police cadre, noting that the responsibilities of traffic management are separate from regular police duties. The court observed that the current allocation of personnel is insufficient and strains the existing law enforcement infrastructure. The Additional Advocate General has been tasked with bringing this matter to the attention of the Additional Chief Secretary, Home, U.P., for consideration and action by the state government.


Addressing the burgeoning issue of E-Rickshaws, the court pointed out that the increasing numbers are contributing significantly to traffic congestion in Lucknow. With approximately 80,000 E-Rickshaws operating in the city, there is a pressing need for regulation under the Motor Vehicles Act, a central legislation which also allows for state-level intervention. The court emphasized the importance of formulating a suitable policy to manage the sale, registration, and movement of these vehicles to alleviate traffic woes.


Furthermore, the court highlighted the need for rectifying traffic points across the city. The Deputy Commissioner of Police, Traffic, Lucknow, identified 153 points that require immediate attention. In response, the Nagar Nigam has submitted a report on the actions taken, which will be verified for compliance and reported back to the court.


The court has set a follow-up hearing for September 10, 2026, to review the progress on these directives and ensure effective implementation of the proposed changes. This proactive stance by the Allahabad High Court aims to foster a more organized and efficient traffic management system in Lucknow, enhancing overall urban mobility and safety.
