Prayagraj, Oct 15 The Allahabad High Court has taken serious note of non-completion of the children's wing of Swaroop Rani Nehru Hospital (SRN), which is attached to the Moti Lal Nehru Medical College here even after seven years and directed those concerned to complete the work in 15 days.
Granted the contractor company concerned 15 days further time to complete the work, it also directed that the order blacklisting the firm be kept in abeyance for 15 days.
The court passed the order after the contractor gave an undertaking that he would complete the remaining work within 15 days but the only difficulty was that his company had been blacklisted, preventing the work from proceeding.
Passing the directive, Justice Rohit Ranjan Agarwal observed, "It is most unfortunate to note that the children's wing of SRN could not be completed even after a lapse of seven years."
While directing to list this PIL on October 29, the high court on Wednesday directed that on that date, both the managing director of UPSCIDCO (UP State Construction and Infrastructure Development Corporation Limited) Sanjeev Singh and contractor Rohit Awasthi shall remain present in court and file their affidavits disclosing efforts made by them. The court took a serious note when the managing director and the contractor, who were present, made allegations against each other regarding the delay in completing the work.
"This court is amazed at the way both the contractor and the managing director had made allegations against each other in the open court in regard to completion of a children wing in Swaroop Rani Hospital (SRN). This building is being constructed for the last seven years for meeting the medical requirements of the residents of the city of Prayagraj who are in desperate need of this hospital," it said.
Justice Agarwal said, "I am pained to write these observations against Sanjeev Singh, managing director of UPSCIDCO and Rohit Awasthi, the director of M/s RCB Infracons Private Limited, as I have been monitoring the case for the last one and half years, but both of them have really failed the state government in getting the project completed."
