Court Seeks Government Report on Vacant Vice-Chancellor Positions Across Tamil Nadu Universities
The Madurai Bench of the Madras High Court has declined to entertain a writ petition challenging the appointment of Dr. S. Muthaiah as the Registrar (In-charge) of Madurai Kamaraj University. The petitioner, A. Velanganni Joseph, filed a Writ of Quo Warranto, questioning the qualifications of Dr. Muthaiah for the position. However, the court, presided over by Justice B. Pugalendhi, found that the appointment was temporary and made by a competent authority.
During the proceedings, it was revealed that the process for appointing a regular Registrar was already underway. A notification for the permanent position was issued on June 2, 2026, with applications accepted until July 8, 2026. The court noted that applications had been received, and the selection process was progressing.
The hearing also brought to light a broader issue affecting higher education in Tamil Nadu. It was submitted by both parties that currently, 14 universities in the state are operating without Vice-Chancellors, with Registrars In-charge managing university affairs. The court expressed concern over this administrative gap and the potential impact on the universities' functioning.
In response to these revelations, the court has asked for a comprehensive report from the Principal Secretary to the Government, detailing the reasons for the delay in appointing Vice-Chancellors and the measures being implemented to address these vacancies. The court has also directed the Additional Advocate General to provide updates on the steps taken by the current administration to resolve the issue.
Justice Pugalendhi has scheduled a follow-up hearing in three weeks, emphasizing the need for prompt action to ensure that the universities in Tamil Nadu are equipped with full-time leadership to facilitate effective governance and academic excellence.
