Lucknow, Aug 18 The Allahabad High Court on Tuesday directed Uttar Pradesh Chief Secretary SP Goyal to appear before it on September 10 to explain why contempt proceedings should not be initiated against him for alleged non-compliance with its earlier order in a contempt case concerning regularisation of 13 employees of the State Information Commission.
Justice Saurabh Lavania passed the order while hearing a petition filed by Rana Pratap and 12 other employees.
The court had, on October 14, 2025, directed the state authorities to consider the petitioners' claims for regularisation.
It had further directed that the exercise be completed before making any appointment through direct recruitment pursuant to the August 4, 2023 advertisement.
The recruitment process was also to remain in abeyance in respect of posts on which the petitioners were working in the State Information Commission until a decision was taken on their regularisation.
The petitioners alleged that the court's October 14, 2025 order had not been complied with so far.
During the contempt proceedings, the State Chief Information Commissioner filed an affidavit stating that, in compliance with the court's order, the matter relating to the petitioners' regularisation had been referred to the chief secretary on July 28, as a decision on the issue was required to be taken at his level.
Taking note of the affidavit and records, the court observed that the issue of regularisation was still pending consideration before the chief secretary.
