State shows progress in implementing Animal Birth Control and Dog Bite Prevention Measures
In a significant move towards addressing the issue of stray dog management and prevention of dog-bite incidents, the Chhattisgarh High Court recently reviewed the compliance of state authorities with the Supreme Court's directives. On July 20, 2026, the Division Bench comprising Chief Justice Ramesh Sinha and Justice Ravindra Kumar Agrawal evaluated the measures taken by the State Government following the Supreme Court's order in Suo Motu Writ Petition (Civil) No. 5 of 2025.
The court was presented with an affidavit filed by the Chief Secretary of Chhattisgarh, which detailed the state's efforts in implementing the Supreme Court's directions. These measures include the establishment of Animal Birth Control (ABC) Centres, operationalization of dog shelters, sterilization and anti-rabies vaccination programs, and the identification of feeding spaces. Additionally, the state has focused on securing public institutions and setting up helpline facilities to address public complaints.
The affidavit highlighted significant progress, such as the operationalization of 34 ABC Centres and 199 dog shelters, as well as the deployment of necessary infrastructure and personnel for dog-catching and sterilization activities. The state has reported substantial numbers in the sterilization and vaccination of stray dogs, along with the establishment of feeding spaces and protection of public institutions from stray animals.
However, the High Court emphasized the need for continuous monitoring to ensure effective implementation across all districts. The court directed the Chief Secretary to oversee the adherence to the Standard Operating Procedure (SOP) and the Animal Birth Control Rules, 2023, by all relevant departments and local bodies.
The court has instructed the Chief Secretary to submit a fresh affidavit by September 22, 2026, detailing further progress and compliance at the district level. This includes updates on the number of stray dogs sterilized and vaccinated, establishment and functioning of ABC Centres and shelters, and resolution of complaints through the helpline mechanisms.
The Chhattisgarh High Court's review underscores the importance of coordinated efforts between state authorities and local bodies to address the public safety concerns associated with stray animals.
