New Delhi, Sep 22 The Delhi High Court has sought the stand of the Central Adoption Resource Authority (CARA) on a plea by a woman seeking to "hand over" the custody of her 14-year-old adopted son, who was later found to be intellectually disabled.
The woman alleged that the boy, adopted by her and her now-deceased husband through CARA in 2018, had exhibited inappropriate behaviour, including aggression and theft, and had been expelled from several schools, leaving her unable to take care of him.
Justice Swarana Kanta Sharma, while listing the matter for hearing on September 30, issued notices to the Centre, CARA, the concerned Child Welfare Committee (CWC) and the boy, seeking their responses to the petition on September 17.
The petitioner said she lost her husband in 2021 and now lives with her aged mother and sister. She alleged that the teenager’s aggressive and “hypersexual behaviour” had left them living in “constant fear” that he might misbehave with them.
The petition also alleged that the boy became violent when he was not given money or was unable to steal money or valuables from the petitioner. It further claimed that he had misbehaved with another woman and the matter was reported to police, but the complaint was later closed at the request of the petitioner.
The adoptive mother has sought directions to hand over the boy’s custody to CARA or any suitable organisation. She has also sought directions to CARA and the CWC to ensure his medical treatment.
