Court Seeks Feasibility of Independent Forensic Lab and Digital Police Portal to Expedite Criminal Proceedings

In a significant move to bolster the criminal justice system in Meghalaya, the Meghalaya High Court has initiated a suo motu Public Interest Litigation (PIL) aimed at addressing critical infrastructural deficiencies impacting criminal proceedings in the state. The division bench comprising Chief Justice Revati Mohite Dere and Justice W. Diengdoh is spearheading this initiative, which stems from directives issued by the Supreme Court in the case of Sunny Chauhan v. State of Haryana.


The PIL primarily focuses on two pivotal issues: the adequacy and efficiency of Forensic Science Laboratory (FSL) infrastructure in Meghalaya and the current mechanisms for sharing status reports in criminal cases. The court has underscored the necessity for timely submission of FSL reports, which are vital for the swift and accurate administration of justice.


Recognizing the gravity of these issues, the court has directed the inclusion of the Directorate of Central Forensic Science Services, Ministry of Home Affairs, and the Directorate of Forensic Science Laboratory, Meghalaya, as respondents. The court has tasked these bodies with examining the feasibility of establishing an independent forensic science laboratory in Meghalaya to alleviate existing bottlenecks in criminal investigations.


Furthermore, the court has highlighted the importance of developing a digital police portal to streamline the availability of status reports before scheduled court hearings. This digital initiative aims to enhance transparency and efficiency, ensuring that all stakeholders have timely access to necessary information.


To facilitate the proceedings, the court has appointed Mr. K. Ch. Gautam as Amicus Curiae. He will provide expert assistance in navigating the complex issues at hand. The registry has been directed to provide Mr. Gautam with all relevant documents to enable him to effectively contribute to the case.


The respondents have been granted a three-week period to file an affidavit-in-reply, with the next hearing scheduled for July 27, 2026. This PIL marks a proactive step by the judiciary to address systemic challenges in the criminal justice framework of Meghalaya, promising a more robust and technologically adept legal process.
