Hyderabad, Sep 29 The Telangana High Court on Tuesday directed the state DGP to identify the police officials who allegedly misbehaved with women BRS MLAs before the Assembly premises here on September 7, and to furnish the details to the Speaker for necessary action.
The Court, however, asked the DGP to report the matter before it, if the incident happened outside the premises--at the entry point of the Assembly.
The BRS members, who were wearing black T-shirts, were allegedly prevented by the police from entering the Assembly on September 7 as the monsoon session got off. The black T-shirts had slogans like "Congress failed to deliver on its promises".
BRS MLA Harish Rao and other MLAs took off their T shirts at the legislature gate, protesting against police stopping them. They were taken away from the place by the police.
The Bharat Rashtra Samithi (BRS) Legislature Party had filed a petition in the High Court alleging obstruction of its party members from entering the Telangana Legislative Assembly by police without any authority and misbehaviour with the legislators and particularly women MLAs.
The court on September 7 directed the police not to stop the legislators from entering the Assembly and it was further clarified that if there is any violation of the rules of the Assembly, it is for the Speaker to take action and not the police.
The court directed the Director General of Police to consider the incident that happened before the Assembly on September 7 and to identify the erring police officials and to take strict action against them and report to it.
The Hyderabad Police Commissioner filed a counter affidavit along with a petition to vacate the interim order.
After hearing the arguments and counter arguments, the High Court on Tuesday modified its previous directions to the extent of directing the DGP to consider the incident and identify the officials who allegedly misbehaved/manhandled the women legislators and to furnish the details before the Speaker for necessary action.
"However, if the incident happened outside the precincts--at the entry point of the Assembly, the DGP has to report the same to this Court," the order said.
